As far as I'm aware, WotC doesn't set the ruled on EDH... having 50 of these in an EDH might might be fun, but it'd go against the spirit of EDH (being unpredictable and varied every game)

The formats make it pretty clear what you can and can't do. 100 card singleton (and EDH by extension) is 100 single cards; there's no room for confusion there.
Furthermore, Pauper decks are built with 0 rares and a maximum of 5 uncommons. Therefore you can have 5 relentless rats, but no more.
Its not that hard.

Wizards, it's super lame that I can only play one of these in EDH. What's the number one rule in Magic? If the card disobeys the rules, follow the card! I mean, in formats where I can lose from having zero life, Platinum Angel says I can't, should I just follow the rules above the card and lose when I hit zero life anyway? It just seems to defeat the point of the card :/
