The Channel cost isn't half bad, and a recurring counter ability will help slow an opponent down at the very least.

When you have Training Grounds like previously mentioned, you have Mana Leak on a stick, almost. I'd give it a 4/5 easy for its CMC.

With Soulshift, this could be a valuable reusable addition to a control deck. Gets around cards that limit when you can play spells.

If you have Training grounds out, the regular counter ability is AWESOME, which nearly turns this card into a reoccuring counterspell. If you have a blue counter deck, put 4 of these in, along with training grounds.

Look, the channel makes for a very difficult to hit counterspell. Sure it costs {3}{U}, but it's an activated ability that counters which can count for a lot sometimes. Plus it has an actual body that isn't completely terrible either.
