This aint sleep because this aint blue. White and blue both can tap, but blue should always have the more powerful tapping cards.

Not bad at all. Usually decks go into the spirit or non-spirit categories, so that's not a problem. It's a little costly, though.

For four mana, even "tap all creatures your opponents control" is closer to what I'd like to see. Even then, Sleep...
