Cancel requires 1UU, this one needs 2U. The difference is that you can splash this card easier than with Cancel, should you choose to use it in a multi-color deck.

Cancel doesn't really suck, its almost always worse than Counterspell, but the ability to deal with anything for 3 is good.
This card, doesn't seem that good, I mean you don't want to keep all the spells in your hand, if you are running counters, then odds are you are just playing blue, and don't need it.
But how often do you need more than 3 or 2 extra to pay to counter? This card does work alright at mid game, when you have 2-4 cards, and like said, easier to splash.

In formats like Kami block these kind of counters really seem to shine. You typically aren't countering fantastic spells, just doing it for tempo's sake.

The best comparison I can give is to Ixidor's Will. And honestly Ixidor's will is better on the basis of it goes up in a Spell Pierce increment instead of a Force Spike rate. And it is a bit easier even in Kamagawa block to have more Wizards in play that cards in hand in most cases. Not to say that this doesn't have its uses....

Cancel does not suck, everyone is just spoiled by Counterspell. This sucks because it's a lame Mana Leak twist.
