Distant Melody is probably better, but the Arcane aspect is just enough to give you pause...

Being Arcane doesn't make it all that, especially since Wizards pretty much abandoned the Splice onto Arcane mechanic. The Spirit-only mechanic hasn't aged well, either- If you're running B/W spirits, you probably have more relevant draw options.

Baww, Distant Melody oustripped it. Sure it's arcane, but it's a rather large cost for additional splicing.

Pretty much everything in Kamigawa was for Kamigawa. We all know that it's a fairly insular set. The only reason you'd play pretty much any Arcane spell is because you're running an arcane deck anyways. That's like saying All is Dust isn't that good 'cause Zendikar has rotated out of standard. It's good for the set it's used in, and for me, that's enough.
