Not strictly better than Lay Bare. In multiplayer, this lets your opponents see that player's hand (since they reveal it), which might be bad for board politics. Lay Bare only causes you to look at their hand, so you can keep certain information privy. :p

Counter target spell, if there is a spell spliced onto target spell, discard all cards with the same name as target spliced spell.

In block, brutal. Out of block, less so.
It is superior to Lay Bare for the most part though. The reveal is the only thing keeping it from "Strictly" status, which is good. Strictly is a bad thing to be.
