Its an effective card for allowing you to splice other cards...
Pay {R} to get an arcane going, leaves you most your mana to splice others on.

I found many aspects of the Kamigawa block to be very "meh", but I've got to say - they had a few instances of outstanding flavour text (Wandering Ones). I really like this little excerpt of a letter from Hisoka, Minamo Sensei to Konda, Lord of Eiganjo; it does a good job conveying how the greed of Konda was condemning every mortal creature on Kamigawa to a brutal war.
In fact, Hisoka is repeating himself here! Check out the flavour text for Night of Souls' Betrayal, and the text on Hero's Demise.

if it had Splice on Arcane, it would be quite useful. Like this, i don't see a good use for this card :(

I don't see why this card wouldn't have Splice. It's pretty useless otherwise.

I think Splice would've made this playable. Being able to convert your cheap burn spells into acceleration to a creature you top-deck might be handy.
@AXER: There are no sorceries with Splice because then they could be "cast" while normal sorceries couldn't. Costs are balanced around a card's casting speed, and as silly as it may sound, there are uses for haste at instant speed. Someone uses something that enables you to drop a Prodigal Pyromancer during your turn (I don't know, maybe they're using a Hunted Wumpus?) and you need to tap for that one damage? Instant speed haste has your back.
