This is neither better nor worse than grizzly bears. It is simply different.
This belongs in a green black deck which has plenty of removal, along with cards like pincher beetle and deadly insect.

Yea, this might actually be worse than Grizzly Bears. The most useful thing green can do with small creatures is to Giant Growth them. This guy can never be anything more than a 2/2 unless you cast Overrun.
