looks somehow inferior compared to overrun, are there any situations when this card is handy and not overcosted?

In a lot of ways it is better then overrun and in a lot of ways it is worse...
Its not as much pump as overrun but fear can allow your creatures to deal direct damage(unless your facing a black and/or artifact deck) so it can do as much damage.
what they should have done with this card would be to give all opponents creatures -3/-3 instead of giving +1/+0 to your creatures. That would have made this card a great mirror for overrun.

Giving your creatures +2/+2 until end of turn would not have made this card broken.
Neither would it be broken if they had just made the creatures simply unblockable. Or maybe for flavors sake they could have given all your creatures shadow until end of turn. I really don't get what they were thinking with this card.
I suppouse they can't all be winners.

The idea of giving each of your creatures fear for the turn is alright, but the stat boost in miniature and for overly high costs. If the attack boost was higher, or this cost one or two mana less, then this would be a decent surprise for your opponent.

Honestly, that spends too mana for what it is...
I thought to use it on zombie deck, but i don't know if that is a good idea.
