What's the difference between this and Thalakos Lowlands from Tempest? Did they run into trouble with the lands they made for Kamigawa and had to go back and replace them with reprints at the last minute? Makes you wonder just what happened during Kamigawa's development.

The whole 'stays tapped' drawback is a bit too much to be workable for a duel-land. If it was a tri-land, this would be cool, and an acceptable drawback. And since this lake is clearly in mountainous (or at least rough) terain, the third color mana this land would produce would be red.

This is the third incarnation of this mechanism, after the Ice Age ones (Land Cap) and the Tempest ones (Thalakos Lowlands).
I kinda like them for a budget solution for mana fixing, but since then a lot of "dual" lands come out. However they aren't so crappy like a lot of people think... Give them a try!
Don't come into battlefield tapped, so you can use them immediatly!
Late game they don't hurt you so much...

I'm just as baffled as you are. Why of all dual land cycles would they make functional reprints of the tempest slowlands? More importantly, why wouldn't they rather make them the enemy-colored cycle of them which doesn't exist yet,
so there'd be at least some reason behind that? Instead all we have now is the ally-colored cycle twice. Wat.

The answer to the Why didn't the just reprint Thalakos Lowlands is;

Thalakos is a race*?* from Dominaria. Kamigawa is a different plane, the reason they did that is probably only an aesthetic one.

Quoting the MTG wiki:
The Thalakos originally lived on Dominaria, maybe with another outward appearance. During the time of their planeshift, the Thalakos were entrapped in the conflict between the Dauthi and the Soltari, despite their neutrality. All three races were caught in the maelstrom of energy that surrounded Rath, and trapped within the "Shadows," the extraplanar space between Rath and Dominaria. They were left in an incorporeal state, unable to communicate with people on either plane, yet able to see into both the Dominarian reality and that of Rath. This predicament led the Thalakos to lose their sanity.
