No matter what the card's print says, the only text that matters in the end is the Oracle text. So yes, it's a goblin. No it DOES NOT give itself mountainwalk and it IS NOT a 3/3. The only lords that boost themselves that I know of are Steel Overseer and Undead Warchief.

To all those who are about to say "he doesn't give himself the +1/+1, or the mountainwalk", please read the wording of this printing of this card. He does! Or, did (unless you have a R&D's Secret Lair in play).

Don't forget Thrull Champion. He was the first "lord" to give the bonus to himself as well. :)

There were also some old color-lords that boosted themselves, too, like Jacques le Vert from Legends.
