The question is: which is better in a mono-black control deck Cranial Extraction or Extirpate?

Well Extirpate is definitely strong in that it costs less to cast, but it can only target the gy, so it should be used when you're making your opponent(s) discard, otherwise the Extraction is better.
Don't overlook Meddling Mage as an alternative though. Although the mage is susceptible to destruction unlike Extirpate and Cranial Extraction, it works in Control and will give the opponent 4 more dead draws, unlike Extirpate and Cranial Extraction, which thin them out of the deck.
