No. Flavorwise, Rocs are more red birds then they are any other color. Although 2011 has a white Roc.

No idea how Roc's wandered out of red and into white... maybe white already has other birds? Personally, it's annoyed me that red has been stripped of nearly all its interesting creature types over the years: Hydras, Rocs, Trolls, and Gargoyles come to mind. Orcs and Dwarves died out... there's more to red than Goblins, Giants, and Dragons, I'd like to think.
Oh, as for this card, it is technically out of the color pie, but still reasonable, IMHO.
