It's rated low because it doesn't say "You MAY destroy a target artifact." So it might be something you can't play if you're running any artifacts and your opponent isn't. If it had something like cycling, it might just be perfect.

I loved this card in Mirrodin, and hated it outside of Mirrodin, this shows how swingy this care actually is. Without artifact targets she is only an overcosted Grizzly Bears My favorite deck had to be Crystal Witness where you can endlessly reuse her etb ability. Nice art, but not enough for me to run in today's standard environment.
