While I agree that this card does scream blue. I have to disagree that every blue deck should run this. Most blue decks would run ponder as a 1 drop instead of this. I personaly love this card as far as flavor is concerned. The concept is cool, simply pay 
and then for the rest of the game you know all the moves your opponents can make...unfourtantly in very quick serious games simply knowing what your opponent can do is usally worse than being able to do somthing yourself.

Sometimes I like to do this when I'm losing a game without this card out. Good card for making decisions though.

Blue has Counterspell.
Therefore a true blue deck doesn't care what the opponent is thinking, because no matter what it is, the blue deck is going to deal with it for {U}{U}.
