Flavor text feels very much like the card Greed to me.

Considering how many other Card Draw options blue has this one is just not all that impressive, upside is it can be used as long as you can find an extra 4 Mana, downside is it takes 4 Mana to use.

Azure Mage is better by virtue of being able to swing, being more splashable, and plus, you can bust it with Training Grounds.

Why is this rated so low? There are any number of times, especially in casual play, when mind-late game you're dying to draw something other than land. Sure it's not Ancestral Recall or Skullclamp, but there are a lot of circumstances where it'll give you enough card advantage to put you over the top. Solid 3/5, IMO.

its like a blue version of jayemdae tome, except it doesn't tap. great in EDH, use it with green acceleration for muchos card draw

I suck at building decks, so I have never begged my topdeck to NOT be a land. :p
Maybe this is because I love multicolor decks, but have nowhere near the lands to support them. :/
