This is not worse than Cloudthresher. Its casting cost allows it to be played with decks that have green rather than being mono-green, even if it can't be used as a fat attacker. Recurring control against flying creatures also makes this card earn its casting cost, not to mention the high toughness.

...Um... this isn't Strictly worse than Cloudthresher. Cloudthresher deals 2 damage to all fliers, but also to you. And it deals it once. And it costs more to actually get it out as a defender, except you can evoke it to deal 2 damage and throw it in your graveyard, but...
So basically it's better if
A: Your opponent has a crack team of trained Storm Crows and you have to kill them now, pay evoke, kill them.
B: Your opponent is at 2 life.
However, I don't see an evoked Cloudthresher killing Baneslayer anytime soon.

Probably the best Reach creature in the game; Not only is he very tough to kill in a fight, but he can knock all those pesky fliers right out of the air.

He byp@sses shroud on flyers, and in a green deck you probably won't have any trouble getting enough mana to clear most of the flyers from the field. On top of that, his toughness lets him survive most attackers period.
Other ways to make him good are to give him things like Sword of Kaldra like Gibbons suggested ({G}{G}{1} = All Flying take 1, they're removed from the game :D), or something that grants Deathtouch (same effect, only they die instead of getting removed).
