It certainly can be use with Restore Balance or any of the 0 cost spells out there.

I use this as spell recursion in my EDH decks. I personally love the card.

While this card is pretty cool, the only time I've seen it really functional for any sort of power play is Dredge with another off color power card like an ultimatum. Theres just not that much Ive seen that you really WANT to recur that this gives you a cost-cut. And for black/blue there's that card from Shadowmoor that does the same thing, at instant speed, but does from Opp's graveyard, for 4 U/B. Without a way to cut its cost down its not as good as it should be. 3/5

The obvious option to make this better than competitors like Snapcaster Mage and Past in Flames is to put something obscenely expensive and powerful or otherwise uncastable in your graveyard, kinda like reanimator, but for instant/sorcery spells instead. Some competitors:

- Hypergenesis (in the right sort of deck, anyway)
- Time Stretch (self-explanatory)
- Plague Wind (Also self-explanatory)
- Searing Wind (don't forget to add Hidetsugu's Second Rite!)
- Decree of Pain (this is actually a really good choice: you can cycle it turn 5, then use Sins of the Past to recast it when you want everything to die again, perhaps even next turn if you're desperate enough. Same goes for Decree of Annihilation/Decree of Savagery, unfortunately the other two don't work due to {X} cost or being... (see all)

What an interesting card.
Some of the best tutors in vintage are graveyard based (namely Intuition and Gifts, which can be scrolled for) so you can find your restricted cards like Mind's Desire or Yawgmoth's Will and some fast mana, then cast SIns from the Past to win it that same turn.
