Goblin Artisans still requires an artifact: You have to choose a target when you activate the ability or you won't be able to activate it. You aren't allowed to use an ability without choosing a legal target for it (the same way you can't use hex when there are fewer than six creatures in play.)

At some point, this card's functionality genuinely changed! It used to not give the bonus to attacking creatures, now it does. So far as I know, this is the only card that has had a genuine functionality change besides creature type between printings.

As most creatures tap when they attack, the change is not very large.

Goblin Artisans also had a functional change, no longer requires an artifact. I am sure there are others.
