This is a late-game card for sure. In a token deck it's insane, but it's also handy creature removal in an average deck, especially if you don't want to tap your creatures.
It might be funny to splash this in a blue deck featuring Horseshoe Crab and Soliton.

This does not need Horseshoe Crab or Simic Ragworm. If you tap an Island to untap a Crab for one more damage, you could've just tapped that Island for one more damage instead since Flame Fusillade says all permanents.

There was actually a short-lived Vintage combo with this card and Time Vault, back when the wording of Time Vault allowed you to untap it and skip an infinite number of turns into the future.

I prefer Furystoke Giant. Also, how does it interact with Simic Ragworm? The islands that you're tapping for that blue mana could ALSO be tapped for damage.
@Belz_: Yeah, it depends on the deck. Most times though, 2 * creatures > permanents - 4.

I could see this becoming a game-ender in a deck that makes lots of tokens, but outside of that you might get five damage out of this on a good day. It's average.
