In heavy creature formats this card is just a sitting fireball that completely dominates combat unless it is dealt with. I recently included this little gem in a creature-dominated cube draft and it created quite an interesting board state; the player had this down and just kept up 4 mana every turn so that he could deal an extra 3 damage to any targetable creature who had the balls to attack or block. The drawback of course is that the controller of Ballista Squad had to keep up 4 mana every turn to keep laying threats.
Outside of a creature heavy draft or cube, though, it's a bit of a "meh" card.
