I don't really understand the art in this one. It seems like someone told the artist that kami spirits are mind bending constructs with little coherent shape and he heard 'throw any old rubbish together'.
Also it's classic overpriced kamigawa. So it's an average weak boring card.

Had creatures with soulshift all been 1 mana less and kept their abilities as is, I imagine Kamigawa would've been a downright powerful block (as they could all recur themselves or a smaller creature.) Imagine this guy were he a 3/3 vigi that recurred himself; that'd be brutal!
Revisit Kamigawa and do this wizards!
That said, 4 mana with Soulshift 3 would still be alright.
