Good limited card. You have to remember that Wotc have to think of limited formats as well when they print a new set. I would never put this card in a constructed deck, but will draft it (later pick most likely) or use it if I open one in sealed.

They had to be very careful with such a powerful ability; if you can make this ability recur somehow (like, using Vedalken Mastermind), you've basically locked your opponent down (they'll never draw anything but the creatures you bounced.) Still, it seems they were a bit too careful, because later they printed Nevermaker, and it didn't break the game.

@allmighty_abacus: you've not see Zephyr Spirit yet, then... This is somehow usable (and somehow quite powerful)in limited, but the spirit is usable only in a dedicate spirit deck with kamigawa cards...!
This is not so bad, but below the average. Slighter better stats would have helped...

Time Ebb with a 2/2 body. Makes {{2U}} + {{3}} for a generic creature = {{5U}}, huh?
A casting cost of {{4U}} would not have made this card broken i guess, though...

The spells cost is prohibitive, and the creature has weak stats. I don't see where the value in this card lies.

this is a slap in the face to the Vedalken, quite sad.(I wish reprints could balance stats to make old cards useable if nothing else, its not as if they could still be used in standard or most other tourament structures)
