I remember thinking up a possible, but unlikely 1st turn win with this card in standard at one point.
Opening hand of:
4 Pact of the Titan
Leyline of the Meek
Surge of Zeal
Mountain

Leyline of the Meek comes into play for free.
Turn 1: Cast all Pact of the Titan spells. Mountain. Cast Surge of Zeal on one of the giant tokens giving them all haste and alpha strike for the victory.

In a multiplayer game, this could be more useful in scenarios than Burst of Speed, since as an instant you could cast it on your opponent's turn (targeting their creatures) or in Two-Headed Giant and other formats you can use it to give creature your allies control haste.

No no no, you're all missing the point of an instant. The point of an instant is that when your enemy overextends, you change the game and cut their legs out from under them for it. IE:

You play something like a red Tim or two, or another creature with a tap effect.
They attack knowing you can't tap and use the ability yet and won't chump block.
Surge of Zeal.

That's how and why this can be situationally better than Burst of Speed.

@alblast: In a multiplayer game you might want to help somebody out with an attack to level the playing field. In a 1v1 the instant speed is pointless, though.

Great card because it only effects your creatures when played. Average because there are usually there are either better ways to give your creatures haste, or just play haste creatures in the first place.

This card is pretty horrible when compared to Burst of Speed from M10. Though, can be used to *** off players when used on their stuff and you Siren's Call them to death (by using it like Sleep, to tap their creatures down)

I just noticed that the minotaur's underwear is on fire. That's the flavor here - it grants haste by setting the creature's undies on fire.
