No you are wrong. When they are not attacking because this is on the field, it is doing its job. The problem is that it has a hidden upkeep cost of 2, which you can choose not to pay. You can drop this on turn 2, and progress normally. But when you want to stall a threat you need to leave that 2 open. And then you have instant card draw or flash cards to not get behind on development. Because they are aware that its out, it works like a fog, unless they are willing to loose something.

I think this is a lot better than it's been rated. It's main use, I think, would be in slower decks. Get these out early enough and they provide decent defense (much like Mine Bearer). Or if you play blue unblockables or fear/intimidate cards, this allows you to attacke without fear of retaliation. I admit, not a card for all decks, but a good card nonetheless.

The real problem with cards like these that are defensive-minded triggers that you can pop when you feel like it, is that they are not nearly as effective when your opponent is aware that they are there. Allowing them to prepare for it and adapt accordingly. This, is the main reason that instant-speed is always better than sorcery-speed. That being said, it's an older card that has not aged well, considering all the removal out there for {4}..although for removal its instant-counterparts are generally better, there is alot to be said for colourless removal that gets around creatures with nasty protection, such as Pristine Angel and could hit Emrakul if you figured out a way to get rid of his flying..
