For double0strike it should be like triple cost since double strike is First Strike AND Normal Strike at the same time. Yeah, for double-strike change it for Sorcery also. As for card, it's quite nice, cheap, useful on goblins deck, especially when you power them up with Goblin King etc and you can always throw some bolt after combat ;D

You can get Savage Beating if you want double-strike. It costs five and is modal with entwine. So actually, double-strike only would normally cost 4 CMC as Guest146 suggests.

Funnily enough i can't see this card having much potential offensively, as it doesn't actually increase the damage your creatures do, it simply changes the time at which the damage is dealt...can still be useful i guess, but if I'm playing red i want to win and i want to win now.

I dunno about this card. Every once in a while, it can turn a game around. Most of the time, however, it just sits uselessly in my hand.
