Owls, Niv-Mizzet has many, smaller, clones of himself that he uses as underlings, so it is unlikely that that is Niv-Mizzet in the picture.

Tap someone's Jace, then steal it. Finally a use (I know it's old!) for tapping Enchantments and 'Walkers.
EDIT: And it doesn't say "Enchant tapped permanent" because of how Auras work. If it did, once the permanent untapped, the Aura would fall off.

A good card with great flavor, but it was disappointing for me to pull one when Szadek, Lord of Secrets and all kinds of other awesome rare-ness appeared in the same set...

In a tight control deck chances are that you could run also a "Tap target permanent", like Gigadrowse or Ice (without speaking of Frost Titan), so its drawback may not hinder so much. However this is the cheaper Confiscate so its drawback may mean something...
For such a rare effect like this and for being the cheaper one, it's a 5/5 imho

At first it seems worse than similar control magic style cards, but if you have powerful tapping effects (tap any perm for instant) then it is clearly more versatile.
The flavour is very good too.

This card is good, but why a higher rating then Confiscate?
Confiscate may cost 1 more, but the ability to take Planeswalkers and Enchantments, Artifacts, important untapped creatures and still lands is amazing.
