I guess you'd better hope your opponent(s) aren't playing red to burn it, white to exile it, or black and/or artifacts to block it, because a five-drop pumpable fear creature is going to become a target right away.

4 would make him on par with the other OK shades
3 would make him quite good and debatable over Nantuko Shade
Something I like about shades when they *don't* have evasion, however, is that they can be used to generate card advantage. You bluff your opponent enough times and he can be sure whether you'll sink in the mana to save him or whether he's taking 6 that he could've blocked. If they don't block you can just play a spell and then pump however much is left over. This allows you to maintain tempo, have a nigh-unblockable creature, or be generating a lot of card advantage by a wary opponent.

It's a lot to shell out for a 1/1 - I do realize that evasion and :+1/+1 ueot can't really be cheaper (at least not at uncommon), but it seems like it'll draw removal almost as soon as you play it, and without reserve on the turn you cast him, he is pretty fragile.
It just OOZES with flavour, though, and as usual I really like it for that. The Boros guild are badasses (I would think twice about crossing a police force whose rank-and-file are called "torchers"!), and they've got an "official story" to explain away their fear of the thing. The urban setting was a very interesting take on the game's lore, and I can almost see Agrus Kos taking a drag, gritty-cop-style, in the middle of that text. It's just so perfect. :)

Horrible card. It would be tons better if it cost two or three less mana. It's likely to be killed the turn it's cast because of the cost.
