Ironically, this card is great for getting the right "mixture" of cards. For a mono-color off of the top of my head, Vedalken Mastermind and Stasis anyone?

A transmute card (always useful) with a playable "main" mode. So yeah, this is really good.

Has anyone ever countered a spell with this?

In-color tutor for Thopter Foundry, Sword of the Meek, and Time Sieve.
Excellent.

I paid a dollar for this card.
Best dollar I ever spent for mono-blue EDH.

Tutors at common are AMAZING. They help the casual player play cards that they only have access to few copies of. Myself, I don't intend to invest in extra copies of Jitte, so I just tutor for it, or whatever else I need at the time for my Zur's Weirding deck.

@Fictionarious: sometimes all you have to do is actually READ the cards...
Leyline of Anticipation (please, autocard the cards...) reads "You may cast nonland cards as though they had flash.", it doesn't read "you may play activated abilities as though they had flash." or something like it... So the answer at your first queston is no!
And by the way, the forum is the right place for ruling questions...
However, this is quite a useful card! You can use it for an early resistance, and if you topdeck it in the midgame you can transmute it for something more offensive and play it right now with enought mana, without leave to the opponent the time to prepare for it!
4/5

It wasn't until I tried this card out that I realised how many spells in my deck were CMC 2, even ones I didn't think of as such, like Mind Spring and Martial Coup. (I'm playing EDH.) Very solid indeed.
