Great card with Ensnaring Bridge.
Null Brooch is nice too.
Mindstorm Crown can be used with this to get another additional draw each turn.

I think this is the easiest way I've seen to take a Howling Mine and make it work only for you instead of you and everyone else. The hand protection is just a bonus. I'm planning an instant-less deck that uses this card with Defense Grids for protection. All of the opponent's spells are more expensive if they're playing on my turn, and I'm drawing extra cards all the way.

A lot of people are missing one huge downside. If it get destroyed, you lose all of the exiled cards. This card is quite risky to play unless you have some sort of protection for it such as Darksteel Forge.

this card is my main draw excel in my artifact deck.
i run no instants in it, no not having a hand when its not my turn doesnt hurt me at all.
it states you draw a card when your hand comes back, in addition to your 1 card from your upkeep.
4 cloisters = draw 5 at the begining of your turn

The problem with this card comes when your opponent kills it when all of your hand is removed from the game. It kind of stays removed from the game.

What this card does:

Positives

1 Card per turn
Anti Discard (most discard isn't instant)
Hellbent during opponent's turn, for what it's worth

Negatives

Can't cast during opponent's turns.

Very useful in specific situations. For some aggro decks with few non creature spells, this is excellent in all ways.
