I'm running a green/black land destruction deck, and this card would go alright in it if it didn't kill all my llanowar elves and birds of paradise. If it was target player's creatures get -1/-1 it would be amazing.

The "if was spent" bonus should have been something like "That land's controller loses 2 life." As it is, it has too much anti-synergy with green, since most green decks run X/1 mana producing creatures.

The antisynergy is regrettable. If your deck doesn't have any weenies and still runs a fair amount of green it could totally be worth it.

I run this in a green permanent destruction/ooze deck. Acidic Slimes and Creeping Molds help to keep dangerous cards off the field while any turn the opponent doesn't play something and a land he just loses a land flat out.
I power it for free with Utopia Sprawls or Fertile Grounds. Mana Ramp + aggro murder:
When I play it, almost always a 3 for 1. Excellent, excellent card. 4/5
Decklist:
Manaplasm
Acidic Slime
Mitotic Slime
Gelatinous Genesis
Utopia Sprawl
Fertile Ground
Mwonvuli Acid-Moss
Rolling Spoil
Creeping Mold
Strip mine
Hickory Woodlot
For a casual deck it's ridiculous. Considering it could be substancially buffed by switching the 4-cost land destruction spells for 12 3 cost green land destruction spells you're looking at Turn 2 land lockdown. As ... (see all)

It doesn't work with more conventional decks, but I suppose it synergizes with the Golgari cards of Ravnica that provide insurance by using tokens.
I'd love more colorless cards that revolve around this "if (color) mana is spent do blah blah blah" effect.

@blurrymadness
stripmine is not a casual card
If you are running it, I hope its just a one of so your deck is at least vintage legal

This card has the potential to be a vastly undercosted Into the Maw of Hell meets Blasphemous Act! o.O
sure, the situations where -1/-1 ing everything actually becomes a Wrath are a little low....but Curse of Death's Hold makes me really want to try this..
This could easily have been a New Phyrexia card. New Phyrexia could even have 'pushed it' as a Phyrexian mana card. (the extra 'kicker', not the main cast of course.)

What it should say: "Destroy target land. If was spent to cast Rolling Spoil, each player sacrifices a creature."
