If you could choose, this would be ok, a 3/5. a 5/2 Haste for 4 mana is 1/1 better than lightning elemental, which is an awful card. You'll rarely want a 2/5 wall, so having that versatility is only a small benefit.
If you can't choose, which I kind of like because red-randomness is cool, then it needs to cost something like 2R, or RRR, and have trample as well as haste. That way, if you win the coin toss, you get a slightly worse ball lightning that stays around, and if you don't, you still get a wall.

While I do not agree that this card is really bad, I must admit it is of limited use. When it's a 5/2 haste, it's ment to go and try to blow something up, but usally dies in the process. A 2/5 defender for 4 is meh at best.

A 5/2 for four is bad. A 2/5 with defender for four is really bad. Random cards are really, really, bad. This card is really, really, really bad; aka, its garbage.
