It's not that bad. I'd most likely play it in a red-green +1/+1 counter deck, with cards like forgotten ancient, and Ulasht, the Hate Seed and decree of savagery. In such a deck it's an aggressive turn two play, that can grow over time, and in the late game with the help of other cards burninate everything.

It's also neat if you can give it vigilance or untap it somehow. Get four +1/+1 counters on it for example, attack for 5, tap it and burninate the player for four more damage.

An okay Hydra. Really, the power up ability costs quite a bit, you'd be better off using some other method of counter multiplication.

For one thing, the cost to put 1 counter on this thing is 3 Lightning Bolts.

Doesn't seem too terrible if you're using a proliferate mechanic. Still, 3 for a single +1/+1 counter is pretty harsh.
