Definitely a handy Goblin for a tribal deck (at least as a sideboard choice) when splasing green since you can also fetch him with Goblin Matron.
Unfortunately though, Goblin Warchief (or Frogtosser Banneret) will screw up his cip/etb trigger since you won't be able to pay anymore.
Therefore i'd consider using Tuktuk Scrapper instead. He's more expensive, but the shatter effect cannot get messed up. On top of that he also deals at least one damage to your opponent, synergizes with itself for an even bigger impact and most of all it is playable in a mono-red Goblin deck as well.

Whoa ho ho ho! Now this is an efficient card, especially for a common. Shatter plus a 2/1. Very strong as a sideboard option. Unfortunately for the Hooligan, Ancient Grudge is better.

Perfect in ravnica drafts where invariably your opponent's rickety, signet-addled mana base is just waiting for an enterprising goblin to knock it over.

Together with liquimetal coating this guy can do some serious damage.
