The forecast ability adds some versatility to the card but has very restrictive timing. It potentially allows a single creature +2/+2 until end of turn and a +1/+1 buff to all of the other creatures for {1}{W}{W}{W}..
which is pretty 'meh'

I would not mind playing it just for the forecast, but then at that point leonin scimitar is better .-.

Eh, Glorious Anthem is far greater and the new +1/+1 enchantment coming out in 2010th edition is even better than the anthem.

Pretty bad. Forecast is pretty lame, and the card itself isn't all that.
