It would be cool if it was a hybrid card that said "Return an instant to your hand if Blue was spent to cast him" and "Return a sorcery if Red was spent to cast him" (do both if BlueRed was spent.)

In the right deck, this has DISGUSTING synergy with Venser, the Sojourner. I am building that deck right now.

Wish he could return both or was a bit cheaper, though...

Even as common, he could be one mana cheaper I think. Compared to eternal witness, he's only 1 toughness better, able to bring back less cards and is multicolored. Thats too much of a difference between common and uncommon.
His ability is rare and valuable (especially in RU), but he's way too expensive. 2.5*

Play with a B/U/R deck and some nightscape familiars...now he's only UR1.
At that point, you might as well play with some cavern harpy, a few mana flares and keep your counterspells in your hand, where they belong. I absolutely love this guy (do not own any eternal witnesses)

Now I realize what this card lacks: Flash!
With flash you can bring the Chronarch at the end of the opponent's turn or in the middle of the battle, sometimes performing a better exchange with attacking creatures...

Sometimes I play it in 1 or 2 copies, but always it stucks in my hand doing nothing while I cast a lot of Instant and Sorcery, until in the late game I can cast it and do almost anything else for that turn... Snapcaster Mage shows how this kind of effect should be costed. Sure with Snapcaster Mage you exile the card and you have to play it in that moment, but still 3BlueRed is overcosted for a mere 2/2! Needed some boost...
