Even as common, he could be one mana cheaper I think. Compared to eternal witness, he's only 1 toughness better, able to bring back less cards and is multicolored. Thats too much of a difference between common and uncommon.
His ability is rare and valuable (especially in RU), but he's way too expensive. 2.5*

Play with a B/U/R deck and some nightscape familiars...now he's only UR1.
At that point, you might as well play with some cavern harpy, a few mana flares and keep your counterspells in your hand, where they belong. I absolutely love this guy (do not own any eternal witnesses)
