This card was wonderful when I played my casual UR multiplayer deck. There's nothing more diplomatic than redirecting removal spells.

The trick is to pop him down with Leyline of Anticipation or Vedalken Orrery when no one is looking. Works in casual EDH at least.

I think this is the flavor they were going for:
A powerful spell is headed right at you. In the nick of time, you reach off to the side, grab this fellow by the neck, and chuck him into the spell's path. Somehow this makes the spell go into a different direction, much to your relief. Our goblin friend, unfortunately, does not survive this reflexive action.
That gave me a hearty laugh.

It's got great diplomatic value and board presence. A Redirect in the hand turns around one spell, a Flectomancer on the field stops the spell being cast in the first place, and more to the point stops ANY spell being cast until your opponent is willing to get hit by it.
Plus, while it TECHNICALLY dies to removal...

This card is very awesome if you get to pay its rather prohibitive cost. It's the izzet version of a flagbearer. In which case: play this guy with something big and important to keep around. He''ll be a seal of insurance.
