An instant sideboard if you even have a possibility of facing Golgari, Delve, or Lhurgoyfs of any kind. For that, great card. For everything else, mediocre card. But it is a true specialist.

I don't understand why it taps if it's just going to get sacrificed. I mean, I guess the opponent could force it to tap to prevent its effect, but it just seems strange.

Notoriety, I think it's mostly just for other cards' benefiting off its tapping.

I recently build a deck around this, Donate and Forbidden Crypt. Nice to see I'm not the only one who saw the connection. Always nice to have a three card combo in Blue/Black that has such a low total mana cost.

So imagine Wizards decided to print a sorcery, that for or , you could exile your opponents library. That would be reasonable, right? Or how about an artifact that you play for 1 and then can tap, 1, and sac to exile a graveyard. Reasonable, right?

But then this comes in, and says, oh hey, any time you can cast me, you can then immediately exile a graveyard. Oh - But then you decide you don't want to right away? Awesome, activate this at instant speed when that pesky Reassembling Skeleton hits their graveyard after they're tapped out. Can fit in any color and deals with most graveyard tricks.

Verdict: Sideboard, EDH, and Casual. Most likely not main board at this time.

As a player who developed during the Odyssey block (you notice us because we lay our graveyard out in such a way that we can see everything in there), this is one of my most feared cards in the game. Significantly sets back Dredge and does even more damage to Reanimator.

Notoriety, it has to tap so your opponent can respond to it.
I.e. I tap it, and in response my opponent naturalizes it, it goes to the graveyard with no effect.
If it was just sacrifice then I could in response to my opponent playing naturalize sacrifice it again, if they have another way to destroy it, in response sacrifice it again... rinse and repeat.
