For the same mana cost as mind rot I can either make my opponent discard their hand except for 2 cards, or basically mill 2 off their library and still get rid of the 2 they are holding, that's awesome.

1. Will empty the hands of most opponents after turn 4.
2. Is almost 6 cards for 3 CMC in reanimator.

In theory this is weaker then mind rot. Total net loss is -2 either way, but opponent gets to put more ammo in his/her yard and gets to dig deeper, maybe find something better he wants to keep.
But when you combo with something like Liliana's Caress, you can see why that "discard 4" part is a factor.
