This card will become a nightmare for the opponents if its casted on turn one. Its reckless attacking however can be quite annoying, one possible solution would be to use static effects to make the maniac stronger, such as Boartusk Liege.

(edit) Perhaps I should elaborate:
This card is really underwhelming. It's not that good. And just about each block we get creatures that overshadow it. Take Rakdos Cackler, which is strictly better as it can be a 1/1 capable of chump blocking, or a 2/2 that you don't have to attack with.
Tattermunge Maniac wouldn't be blocking either way, but at least Cackler doesn't have to suicide.

Consider creatures like Vexing Devil who does a lot for just Red or Goblin Guide, a 2/2 hasty for Red whose drawback isn't really a drawback. Both creatures do even more for the same cost. Even Black, a more control-oriented color, has Diregraf Ghoul and Gravecrawler.

Consider Kird Ape, who should always be a 2/3 whenever you drop him, or Isamaru, Hound of Konda who is always a 2/2 or Savannah L... (see all)

Wow, adding 1 power to Crazed Goblin and making his mana cost more flexible increased his rating from one star to four. Who could have guessed?
