Yes. A lot of attention goes into designing for the Limited formats; they're Wizards' real cash cows. Cards meant solely for Constructed (One With Nothing comes to mind) are even subject to this influence, so that if they're really worthless in draft or sealed, they're pushed to higher rarities to keep them from being opened up in packs too often.

Most of the cards in a booster pack are crap in constructed. The whole set is designed for limited and only a few cards are designed for constructed.
