I would rather stall in the cipher 2 slot with hands of binding, but this has a fat clown thang in it.

Not bad, cipher; not bad. Not great, but not bad.

One thing that hasn't been discussed is that this can work with Circu, Dimir Lobotomist because it casts a new spell every time and that means it exile two cards on top of the milling.

One of the more underrated cards in the set in my opinion. Trying to mill someone out with this card probably won't happen, but with consuming abberation in the deck this card can be a gem in a mill/beatdown hybrid.

Example:
Turn two play your Invisible Stalker. Turn three play this to mill for six and leave your mana open to unsummon or play a jace's phantasm. Turn four you can swing and bring your mill total to nine while leaving your mana open for counterspells or an aetherize if necessary. If they tapped out their mana last turn, then turn five is your consuming abberation for a mill of 12 + whatever it takes to burn a mana. So probably around fifteen milled. Turn six play glaring spotlight and mill for some more before swinging for the win.

Compared to using something like glimpse the unthinkable or more likely a... (see all)

Expensive combo and probably not worth the cost, but I wanna do it anyway...cast this, let it go to the graveyard without imprinting it, Snapcaster Mage it to give it Flashback, then imprint the card before it gets exiled to Flashback...right?

not even kidding, i milled a friend of mine out TWICE with 2 copies of this and one single stalker. all it took was some countersquall to convince him to stop trying field wipes.

I actually like this. Situationally (but definitely) useful.

No, it's not Glimpse the Unthinkable, but this has cipher, meaning in a blue/black mill deck you slap a few Deathcult Rogues and Keymaster Rogues and you get insane amounts of milling, more than glimpse the unthinkable.

This card is not to be underestimated. I once lost to a Maze's End deck when they put this on an unblockable dude. Yes, that's right, I got milled out by a Maze's End deck. If that doesn't tell you how effective this card is, then I don't know what can.
