Commenting only due to the reprint in Modern Masters.
This is a card that for me, invokes some thoughts. It has twice the CMC as Lightning Bolt (and Chain Lightning), yet does a third of the damage. Right off, that a sixth of the usefulness. It's the storm that makes it.
But it only costs two mana! And it only does 1 damage!
....and red mana acceleration exits... and other storm cards exist... and what if you copied it!?

I think the biggest danger with this is your opponent responding to it with another Grapeshot. They get your storm count +1, and it resolves before you!
