It's not a Meddling Mage variant, though it can be used that way.
Combining it with Manabarbs, Repercussion, Æther Sting, etc... cards that damage each player, makes those cards much more powerful.
Or use Earthquake or Hurricane, and have no fear of killing yourself.

On turn one, if you see a forest hit and the first thing cast is not an elf, cast this and name Tarmogoyf. Then proceed to win.

A decent card, but sadly, this suffers from the Relentless Rats effect, a deadly disease that affects 90% of The Gatherer members who comment on any "name a card" effects, such as the Echoing cycle from Mirrodin

Once I obtain some, this would be an excellent addition to any Commander deck utilizing White. Just name your opponent's Commander, then they can't rely on the 21 Commander damage rule.
