you can thank Brand for this card's existence. If Brand didn't exist prior to this card being printed, then Brand (the department at Wizards, not the card) would never have allowed a card named after a department at Wizards (in this case Research and Development or R&D) to exist. I wonder if a card called Accounting, or Marketing, or Human Resources will come out any time soon? (maybe they already have, click the autocards lol)

unfortunately, those two parts don't suit that nicely together imo, yet Research has such an extremely interesting game mechanic. you can wish a playset of cards from your sideboard into your library for two mana, that's awesome! :)
but Development is unfortunately just a terrible version of Concentrate :/ if the process did get repeated a fourth time it would be better, then we would have something slightly inferior to Tidings at least.

No, you cannot use both halves at once. However, you can imprint the whole card (both halves) on Isochron Scepter by means of Research's two-mana cost, and then use either by activating the Scepter. A two-mana Development every turn ain't bad at all...
Bloodbraid Elf's cascade would trigger Research, but not Development, because it checks each casting cost separately.

This is probably a dumb question, but can you use Research to return exiled cards to your game? I figured since exiled cards are "outside the game", they can be returned with this card.

Actually the izzet ability sounds nice to me, even without haste its token or draw a card, both good. Its the research card that interests me most however, its like a glittering wish, but not quite as on demand since the cards are shuffled into your library. I love the wish cards though because I like to keep my artifact and enchantment removal on my sideboard, since not every deck plays with lots of either. Arguably if you have the mana its best to just tap out and use both.

It says "Choose up to four CARDS you own from OUTSIDE of the game and shuffle them into your library" It doesn't say they have to be Magic the Gathering cards or even REAL Magic the Gathering cards. It just says "CARDS" and "OUTSIDE" of the game. Technically and logically speaking of course. I'd like to see the official rules on the card though. Could be one of those broken cards with unlimited potential that hopefully they put official limits on. But if you go by the rule "Do what the card says" You could bring Pokemon or Yugioh cards (assuming you actually waste money on those :) or Fake MTG cards into the game that you created yourself.
