Early proliferate? It has plenty of differences - you can remove a counter, it can target suspended cards, and it's only one. Has many of the same uses as proliferate, though.

Jace in play, activate Brainstorm, play this. you just brainstormed for +1 instead of for 0.
true, there might be better things you can do with this. and there might be better proliferate cards than this. but Brainstorming for +1 just seems fun, so I like it :)
btw Wizards? this is an INSANELY good card to reintroduce because of all the interactions with Planeswalkers, both positive and negative. splashed easily, and it has buyback FTW?
you should really consider repeating this effect, giving it Tezz art, and renaming it 'clockworking' in a future set.

This is seriously one of the most over powered common cards I've seen. People here try to say it's so limited because of the buyback, two Memory Crystals and the buyback is free. Plus with the thousands of cards in Magic (unless you're using rules restricting to certain sets/blocks), the possibilities are endless.
I run this in a control deck set to lock down an opponent's non-blue/artifact deck, Quicksilver Fountain turns lands into Islands, Clockspinning can prevent the final part of the Fountain's ability and keep all lands islands.
While it may not use counters, Paradise Plume can get you loaded up on HP with each cast, and with free buyback it's more HP. Also goes well with Clearwater Goblet for even more HP.
It can also go good with cards like Armageddon Clock, Time Bomb, or anything else to deal worldwide damage and keep creatures under control. autoc... (see all)

ANYway: Clockspinning is highly versatile and fits into a number of combo decks. Even without interactions on your side, it's a solid choice for sideboard as a tool to keep pesky planeswalkers and some other things out of trouble. Also VERY handy to have on hand with a Chronozoa.
