I think it's perfect in almost every deck! :-) I use Last Gasp and Rune Snag a lot - perfect for those already 'cos they're cards you need to save mana for!

combo this with myr retriever and any card with an effect triggered by artifacts or creature comes into play... lots of combo potential.

I think a lot of you are missing this ruling: "The spell being cast doesn't reduce its own cost, even if you're casting it from a graveyard. At the time the cost is reduced, the spell is on the stack."
Still a good card, it just doesn't break Flashback or Retrace.
I love quirky cards like this. I can think of a bunch of decks where this would be useful. Dredge comes to mind.

people don't realize multiple copies of this card can reduce costs a lot. i mean, if you have 2 copies of this artifact and 2 copies of the card in the graveyard, the spell will cost 4 less. that's a lot.
