Thinking back on it, "play it without paying its mana cost" is weird wording on a card that doesn't actually have a mana cost.
I've played this in burn decks, and always wind up disappointed. If it's in your opening seven, sweet, it refuels you exactly when you need it... but drawing this on turn 5 might as well be drawing nothing at all. Even though it's actually card disadvantage, I'd rather Winds of Change away the unneeded land or dead cards in my hand in hopes of drawing into Grim Lavamancer or beefing up Countryside Crusher.

It'd be interesting if used with Conflagrate as a finisher. Probably not the single best use for it, but might enable some fun madness shenanigans.

Fury Charm and Rift Elemental are in-color manipulation of this. Consider having Living End in the same deck with big nasties the enemy can't handle.
Used next to Kederekt Parasite and Spiteful Visions it can be a win-con or draw you into a win con. Used next to black or red ramp and lots of inexpensive spells you can bore through your deck and keep pushing threats onto the board while your opponent is stuck to a card or two a turn.
IMO, a plausible use and still works in multiplayer.

Remember you can respond to it while it's on the stack, so if you get to the last counter, you can still cast that last Lightning Bolt during your upkeep without losing it. Also a tip: Don't forget your actual draw. A few times when I first started playing with this I'd draw 7 and forget about my actual draw step. (Step order is, Untap-Upkeep-Draw).

Windfall type effects are just better imo. This card has been a bit of a disappointment to me to be perfectly honest. This takes too long to resolve in edh for me to really want to play it, suspend 4 is just so much of a drawback in a multi-player game. I mean I've played this card a lot and the only time I was really happy with it is when I got to cast it off of a spinerock knoll. This takes like a half hour to resolve, seriously just play molten psyche. I like how it resolves during your upkeep but, other then that, it's just a giant pain in the butt to wait for, even if you do cast while you are still dumping your hand. I mean draw 7s are always going to be edh playable but, this card is so bad compared to reforge the soul. :\

I run this in a B/U/R discard deck with Liliana's Caress, Cerebral Vortex and other draw/discard effects like Wheel and Deal. Not the most reliable, but still works more than enough of the time to be fun.

While I see some serious downsides to this, I'd **probably** still put both this AND Wheel of Fortune in an EDH deck .
