@Avienous: You get to put both on the top of your library, although it's a bit more complicated than that:
When Pulmonic leaves the battlefield, all slivers lose the abilities, which means that if multiple slivers die at the same time, if you then choose to put Pulmonic on top of your library first, all other slivers will go to the graveyard. As a result, if you want to keep all of your slivers, you'd have to put them on top of your library in any order, and then put Pulmonic Sliver on top of them as the last sliver (or have it go to the graveyard if you'd rather draw another sliver on your next turn instead).
Correct me if I'm wrong, but I'm pretty sure this is how it is: when Pulmonic Sliver leaves play first, all other slivers lose the ability and go to the graveyard without the ability triggering.

Yes, all sliver do this. I've had the Pulmonic killed and it goes right back onto the deck.
