Pair this up with Isochron Scepter and you get a token per turn. Pair that up with Doubling Season and you're getting a two-for-one deal. Not too shabby, in my opinion.

You can't really compare this to Flash Foliage, Flash foliage is great in it's own right. As you can put a 1/1 creature in front of just about anything that doesn't have pro-green or pro-Instants. You can put that sap into play blocking flyers, things with shadow, unblockable things, things with fear, things with intimidate, and things with landwalk. It also replaces itself. Yes, I'd for the most part rather use a fog variant, but it's hard to compare the two as they are meant to do different things.

No seriously, a very nice card. What nobody has mentioned yet is that you get a kind of Cardadvantage too; for instance you could use this in a Threshold deck and start filling it your Graveyard Round 1. Can't do that with Thallid.
Vitality Charm is of courser more versatile, but insects? Meh...
Most Decks in green that want alot of Tokens would rather have Saprolings (e.g. for echoing Courage)
